Summary | The course explores important issues in management and planning facing contemporary education from a variety of relevant perspectives. Typically it looks at both Scottish and international contexts and covers different levels of education, from pre-school to higher education. The course takes a critical approach on current planning and management practices and theories in education, and aspires to take into consideration the unique cultural, social economic and institutional contexts in forming decisions. |
Course description |
This course will equip the student with a knowledge and understanding of the core concepts and theories relevant to the planning and management of education as both a public service and a "public good". Through the critical application of these concepts and theories to specific issues and challenges emerging from the literature and from practice (eg through published case studies), the student will develop transferable skills in the analysis and evaluation of important management and planning topics.
Questions to be considered in the course may include:
- What is planning and management in Education? What is current Education planning and management practices in different countries? What are the advantages and disadvantages?
- What are fundamental perspectives in management and planning? How to apply those theories in Education settings and in different international contexts? What are the cons and pros?
- What is the humanistic approach to management and planning? How is it different from other approaches?
- How can cultural, social and institutional impact on Education planning and management, such as inclusion? Why is intercultural communication important? How to take into account those factors in management and planning of education?
- How to make management and planning effective? What factors to be considered? What is strategic management?
- How to take into account different stakeholders? What is stakeholder management? Why are stakeholders important?
Indicative topics to be covered include
1. The environmental model of planning and the dynamic interplay between external and other influences
2. Cultural, national and supra-national influences on planning: the role of the key international agencies and national planning frameworks
3. The concepts of sector, organisation and theories of organisational behaviour
4. The challenges, costs and advantages of strategic approaches
5. The human dynamic of strategy from a humanistic perspective
6. Quality imperatives and the impact of the idea of continuous improvement and strategy
7. Stakeholder mapping and stakeholder management
8. The strategy process: planning and managing resource allocation
9. The planning and management of monitoring and evaluation of strategy
10. Review session: ensuring the resilience of national educational systems.

Learning Outcomes
On completion of this course, the student will be able to:
- Critically examine trends and directions in the planning and management of education in different social economic, political and cultural contexts, from a sound conceptual and theoretically-informed basis
- Critically appraise the relevance of a range of theories in respect of the study and practice of the planning and management of education, at a variety of levels
- Apply appropriate concepts and theories to the development, presentation, analysis and discussion of a specific case in the sphere of education planning, as a basis for future professional activity
