| Course description | This course examines how health policy is increasingly being shaped beyond the level of the nation state, focusing on the changing roles of international organizations, the commercial sector and civil society. Students will explore how the process and content of health policy are being transformed by the powers and policy instruments of international and supranational institutions and new global actors. The course examines contemporary challenges confronting the World Health Organization, considering the extent to which recent innovations like the Framework Convention on Tobacco Control and the revised International Health Regulations embody a new mode of global health governance. It considers the expanded roles of the commercial sector and civil society and the implications of the recent profusion of global health partnerships such as the Global Fund against AIDS, Tuberculosis and Malaria and the Global Alliance for Vaccines and Immunization.

Summary of Intended Learning Outcomes
&ˇ Examine challenges confronting the World Health Organization and assess recent attempts at institutional and policy reform
&ˇ Explore the significance of the World Bank&Šs emergence as the leading agency in international health
&ˇ Analyse the implications of the World Trade Organization for health policy
&ˇ Consider the expanded role of commercial actors in health
&ˇ Examine the role of civil society organisations in health policy
&ˇ Critically review global partnerships between public and private sectors in the context of new initiatives to combat infectious disease
&ˇ Assess the increasing significance for public health of regional institutions such as the European Union.

Assessment Information
Assessment will be based on two components:
1) Input to blogs and discussion fora. Students to submit a portfolio of 6 contributions to course discussions, including at least 2 initiated contributions and at least 2 responses to other class members (30%)
2) Written essay of 3,000 words (70%).
