| Course description | Education $ú and public services more generally $ú have gone through several enormous transformations in the last half century in most developed states. In Scotland, the setting up of the Scottish Parliament in 1999 started a further phase of reform. This course aims to understand these changes, dealing with the content of policy, with how policy is made, and with the changing character of democracy.
The first block of four sessions deals with the development of the welfare states since 1945, with the impact of globalisation, with the role of research in policy, and with the use of data as an instrument of governance. The second block deals with how policy is made, with the role of research in consultation, with policy learning between different countries, and with knowledge exchange between government and academic institutions. Throughout this, the role of professionals of various kinds is explored.

Summary of Intended Learning Outcomes
Participants in the course are encouraged to develop an advanced understanding of several of the following topics:
The development of the welfare states.
The impact of globalisation on policy.
The transfer of knowledge between countries.
The role of research in policy making.
The role of professionals in policy making.

Assessment Information
| Assessment is by means of a 4,000 - 5,000 word assignment in which programme participants are required to describe and evaluate, from a range of perspectives, policy changes affecting an organisation providing a public service in the areas of education, health and social services. Participants are able to choose any organisation with which they are familiar from any of these areas of provision. The assignment should show a knowledge of a range of theoretical perspectives on policy making, and an ability to relate these to professional practice. |
