Economic Issues in Public Policy (P03169)

This is a course on economic issues in public policy. There are four sections. Section 1 shows the approach in terms of conceptual and measurement issues (indicators for economic growth and development; resources for public intervention; efficiency and equity and markets; outcome measurement and evaluation in public services). Section 2, on governments and markets, looks at motivation in public services and the attempt to introduce markets in public services. In Section 3 we explore the impact of taxes and benefits like unemployment benefits on labour markets. Finally section 4 considers pensions and the effects of globalisation – both in relation to developed and
developing countries.

Summary of Intended Learning Outcomes

The course seeks to develop:

- an understanding of the place of economic and resourcing issues in public policy
- an ability to read economic literature about public policy
- an understanding of evaluation of policy in terms of efficiency and equity
- an ability to look critically at international comparative data on factors affecting public policy.
