The module comprises 10 sessions, divided over three major themes; a) International Public Health b) Security and c) Public Health Aspects of Medical Research.

a) International Public Health: Law & Policy

1) Introduction ? Institutions and Instruments, historical development
2) International Public Health Measures ? WHO Regulations; detention of individuals infected with contagious disease, case studies (Avian Flu/SARS, Spanish Flu)
3) Public Health & Politics ? tobacco, food, advertising, ?moral conditionality? and possible WHO oversight.

b) Public Health, Private Lives & Security

4) Bio-terrorism & Security ? UN law; international and national measures
5) Bio-informatics & Biometrics ? crime control, obtaining and using biometric data, the UK National Criminal DNA Database
6) International Sharing Arrangements and Data Protection

c) Public Health Aspects of Medical Research

7) Biobanks ? public/private distinction, access, security and mission creep, international biobank standard setting
8) Regulation of Medical Research in European and the US - Clinical Trials Directive, Human Tissue Directive and the FDA
9) Clinical Research and Developing Countries: International standards and their enforceability, case studies (Trovan, AZT)
10) Commercialisation of Public Health Research: Regulatory process ? FDA fast- track; European equivalents, regulatory trajectories (are stem cells therapies or products, and what are the consequences of the different categorisations?) public domain/clinical data/IP/access to medicines, medical product liability/strict liability.

Summary of Intended Learning Outcomes

The aims of this module are to:

- lay out the international framework for legal regulation of public health, invoking roles for both the UN and WHO.

- focus specifically on legal responses to threats and attacks on public health, as well as on measures to use personal data (such as DNA or biometrics) to counter such threats

- consider initiatives to promote public health through research and the attendant legal and ethical issues.
