This course provides a detailed examination of the development of health system planning and enables a critical understanding of the key principles of planning and the extent to which they underpin market and non market oriented health systems. Public health practice stresses the central importance of planning services on the basis of the health care needs of geographically based populations so as to redistribute resources and reduce health inequalities. Marked inequalities in access to health and social care persist both within and between countries and patient and population groups: inequalities in access to and outcomes of care can be seen across various axes including gender, race/ethnicity, disability, age, social class, and access to material resources. The course critically examines the role of health care planning in ameliorating inequalities in access to health care .

Summary of Intended Learning Outcomes

By the end of the course students will be able to:
• demonstrate critical understanding of the role of health service planning in reducing inequalities in access to public health care
• critically evaluate the different normative bases of planning in universal integrated non-market and market based systems
• conduct a health needs assessment using top down and bottom up approaches to planning
• interpret and analyse routine health information on needs, inputs, processes, and outcomes of care
• critically assess diverse approaches to planning within and between countries for health and social care looking specifically at hospital planning, workforce planning, long term care, and primary care services
• critically evaluate the use of evidence in needs assessment, planning, and evaluation in mental illness and disability services
• critically assess how planning feeds into performance measurement and comparisons of heath service variations in different systems
