This course deals with the territorial politics of European integration. The process of European integration has led, on the one hand, to increasing competition between cities and regions, and on the other hand to new forms of urban and regional politics. In this course we will examine the various ways through which cities and regions in the European Union are being planned, managed and governed. The course will look firstly at some of the important spatial development issues in the European Union, and will then move on to examine several themes and challenges in the governance and planning of European cities and regions. Issues covered include the new regime politics in urban Europe; the operation of multi-level politics; inter-city competition and cross-national collaboration; European urban planning traditions and the Spatial Development Perspective; leadership and mayors in European cities; the politics of European Capital Cities; citizenship, multi-culturalism, and identity politics; and regional policy and the New Regionalism.

Throughout the course the emphasis will be on balancing theoretical material with case study examples. Following a number of preliminary lectures, most of the course will progress through student seminars and discussions of the literature.

An effort will be made to bring guest speakers to class and/or arrange a visit to Edinburgh City Planning Department.

Summary of Intended Learning Outcomes

By the end of the course students will be able to:
- gain a historical appreciation of the process of European integration and acquire familiarity with important European Union institutions and their role in urban and regional policy;
- understand the nature of spatial development problems in the context of European integration and be able to evaluate critically the effectiveness of European Union spatial development policy frameworks;
- understand how and why cities, regions and sub-national territories have become important features in the politics of the European Union;
- assess the different ways through which urban politics is expressed in Europe, with particular attention to issues of power and interests, competition and collaboration, identity politics and local citizenship, and new policy initiatives;
- develop a good theoretical understanding of the changing political economy of cities and regions in Europe.
