Public Private Partnerships (P01949)

Public private partnerships (PPPs) play a central role in the international trend towards private provision of public services and provide an important international model for reforming health service governance, funding and financing. They involve the private sector more directly in the provision of public services and impact on public services resources and redistibution mechanisms. This course focuses on the significance of PPPs for ownership, financing and management in public service delivery. It will provide a detailed examination of the concepts of partnerships and the methods for their evaluation from a public health perspective.

Summary of Intended Learning Outcomes

By the end of the course students will be able to:-
1) Understand and apply basic accounting concepts involved in PPP
2) Understand and evaluate PPP appraisal techniques.
3) Evaluate PPP initiatives from a public health perspective.
4) Understand concepts of ownership applied to PPP, including privatisation, not-for-profit and foreign direct investment.

Assessment Information

One unseen three-hour exam at end of block of study (60% of course mark)
One course essay of 2,500-3,000 words (40% of course mark)
